Message from Leadership – In this section, readers will have a short message from Mayor Alicia Fleury as well as from Town Manager Wade Carroll, each highlighting key takeaways from the past year.
Recognitions and Goals – This section shows a high-level review of the recognitions the Town received over the 2021 fiscal year. This section also provides a quick look at the primary goals the team was focused on in 2021.
Accomplishments and Highlights – Within this section, you’ll find a list of the various accomplishments from all of the multiple departments. Also included, there is a high-level snapshot of the communications and marketing highlights showcasing the engagement and channels to which information was provided to the community.
By the Numbers – This section displays a breakdown with valuation information for the Town in Fiscal Year 2021. The data and information provided includes demographic details, employment analytics, development activity, budget numbers and sales tax rate analysis.

Chicago, IL (January 13, 2022) – Government Finance Officers Association of the United States and Canada (GFOA) has awarded the Certificate of Achievement for Excellence in Financial Reporting to Town of Trophy Club for its Comprehensive Annual Financial Report (CAFR) for the fiscal year ended September 30, 2020 (FY 20). The GFOA is a nonprofit professional association serving approximately 17,500 government finance professionals with offices in Chicago, Illinois, and Washington, D.C.
Each year the Government Finance Officers Association (GFOA) of the United States and Canada present a Certificate of Achievement for Excellence in Financial Reporting to those governmental units whose annual financial reports are judged and adhere to program standards. In order to be awarded the Certificate of Achievement, a governmental unit must publish an easily readable and efficiently organized Comprehensive Annual Financial Report (CAFR), whose contents conform to program standards. Such reports should satisfy Generally Accepted Accounting Principles and applicable legal requirements. A Certificate of Achievement is valid for a period of one year only.
The report has been judged by an impartial panel to meet the high standards of the program, which includes demonstrating a constructive "spirit of full disclosure" to clearly communicate its financial story and motivate potential users and user groups to read the report.
“We’re extremely proud of the Finance Departments tremendous accomplishment in receiving the Certificate of Achievement in Financial Reporting. It’s the highest form of recognition in governmental accounting and financial reporting the Town can achieve,” said Town Manager Wade Carroll. “Our success is a testament to the Town’s commitment to financial transparency and to our Town employees who work tirelessly to ensure that our financial reporting conforms to the highest standard.”
The Town’s Finance Department is required to produce a CAFR to provide the public with a detailed account of the Trophy Club’s expenditures and its financial condition. Additionally, the financial statements undergo an independent audit and an auditor’s report is included in the financial section of the report for further transparency. The CAFR helps the Town establish financial transparency regarding the use of residents’ tax dollars and builds credibility with creditors and oversight agencies, which assists with securing bonds and other agreements.
The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.

SAN MARCOS, TEXAS - November 4, 2021- At the 2021 Annual Texas Fire Marshal's Conference, the Town of Trophy Club Fire Department was awarded the 2021 Achievement of Excellence Gold Level Award. TXFMA President Ariana Kistner stated: "I am very excited and proud to present this Gold Level Award to the City ofTrophy Club Fire Department whose hard work in fire prevention activities has earned such a prestigious award through their dedication and professionalism which is the cornerstone of this award, association and its members".
The Achievement of Excellence in Fire Prevention Award ("AEFP Award") is an annual award to recognize organizations for performance excellence in fire prevention. Established in 2008, the AEFP Award is administered by the Texas Fire Marshal's Association (TxFMA"), the official State Chapter of the International Fire Marshal's Association.
“Big kudos to Deputy Chief/Fire Marshal Gary Cochran, and our entire team for their consistent dedication to consistently raise the bar of community risk reduction, public education, and fire prevention, in our community," said Fire Chief Taylor.
To successfully receive the "Achievement of Excellence in Fire Prevention" award, the applicant must obtain a total of at least 125 points for Bronze Level/ 150 points for Silver/ 175 points for Gold out of a possible 200 points.

"This is the second Gold in a row for us (Gold 2020, Silver 2019)," said Chief Taylor. "We are one of only two Texas fire departments to win consecutive Gold awards (Watauga). If we are awarded a third consecutive Gold level in 2022, it will be presented as Platinum level. No other Texas fire department has achieved this since this award began in 2008. The first agency to achieve platinum was 2021, Harris County Fire Marshal’s office. However, we plan to be the first fire department to achieve platinum in 2022."
